No more stable than any other Gulf countries. But they aren’t involved in any proxy wars and always maintained friendly relations with everyone including Iran.
Nowhere as much as Qatar or Saudi Arabia, yet they aren’t on the list. UAE should be higher up than Oman too but it isn’t.
Perhaps what helps Oman are other things besides oil and gas revenues. Perhaps their lush greenery and ancient frankincense trees.

Windows 11 does report its version number as 10. The latest release of Windows 11 is 10.0.22631.3374 but I don’t know enough to say it is just a reskinning of Windows 10.
Technically both are 10, but I do like the new UI on 11.

The rise of China is democratizing access to technology. My home government, supposedly a longtime partner of the US even doing its dirty work in Yemen, has struggled for years to get any tech transfer deal with the US, too many hoops to jump through. But were able to get many tech transfers from China recently. It was a major win and that technology includes solar panel manufacturing.
No one ever said the UAE or any Arab country is a beacon or some model country, and none of them -except perhaps Yemen- represents the actual will of the people. That still, none of them are engaging in a genocide against a stateless refugee population, and killed over 20,000 mostly women and children, nor 75 years of ethnic cleansing and occupation.
The UAE though is also guilty of aiding Israel in its ongoing genocide, and relies on Israeli spy technology, so you are just calling out Israel’s closest regional ally.
I would think a Democratic party that can’t deliver what its base wants is an even greater threat.
