TPM is still part of what they’re calling “minimum system requirements” but they’re allowing you to install without it. There will be big scary warnings though and they’re threatening to not provide support.
Time will tell what happens. I believe if they see a significant portion of Windows 10 users on legacy devices without TPM upgrade to 11 they’ll continue to support it because the data they suck up is more valuable to them than the effort to support it.

I do this on my router and phone. It doesn’t block everything, sure, but it blocks more than you’d think. And I didn’t have to fiddle with a raspberry Pi.

Edit: After finding the actual post from Microsoft, yes, they’re saying they may not continue to provide patches for this. Time will tell. I believe they’d rather have more people using Windows 11 than Windows 10 and if many people with legacy BIOS systems upgrade to Windows 11 they may continue to support them. Just like the full screen ads they pushed to get people to upgrade hardware, I think this messaging is moreso meant to scare people to upgrade hardware, but I believe the data they’re gonna suck out of these older systems on Windows 11 is likely more valuable to them than the cost of supporting BIOS.

I FUCKING CALLED IT. The irony is that if they’d dropped the requirement a year or so sooner then I would’ve upgraded to Windows 11 and probably not be planning on my next computer being Linux.
I wonder if it’s like a gambling addiction, where if your first time goes a certain way it messes you up. As in first time gamblers winning big are likely to get addicted. If people have a bad experience their first time needing to work with a big government/corporate entity they’re more likely to think everything has short cuts they’re unaware of.
