Lots of software can manipulate PDF. Open PDF in libredraw change pages,print as PDF or export as PDF. A system that skims content is purposely going to bypass any signed restriction.

Is secure boot turned on? If so you will probably need to turn that off. EFI boot entries get set in the UEFI somehow, so once you get it booted it should see it. But how old is the PC? Could be a limitation if it is old.

Both my parents were longtime smokers, my dad quit cold Turkey after 25 years. My mum quit cold turkey after about 45. You could try OpenSUSE, it has Yast2 GTK GUI control panel for everything, no command line needed. Assuming CLI is what you find troublesome.
