What stops people from signing up, interviewing, getting the job, and then immediately joining the picket line?

Interviewing candidates takes time, and its a huge pain in the ass if your new hires simply don’t show up.
This was my immediate thought too - interview and let them think they have lots of backup scabs then when they call on you, join the strike.
This is why they want TFWs: they can’t quit and will do almost anything to avoid being fired because they risk being deported. Modern day slavery.
